As part of activities related to green public procurement, public consultations were held on green criteria in public procurement and innovative contracting models.
The consultations were held in Slavonski Brod, Zagreb, Karlovac, and Rijeka, where the largest four district heating companies in Croatia are located, covering almost 98% of the sector; Brod Plin d.o.o. Slavonski Brod, HEP Toplinarstvo d.o.o., Gradska Toplana d.o.o. Karlovac, and Energo d.o.o. Rijeka. Within the project, these companies are provided with technical and legal support to accelerate the preparation of investment projects for the modernization of heat supply and production, and quality preparation and implementation of public procurement procedures is one of the prerequisites for the successful implementation of these projects.

At the held consultations, colleagues from AVELANT d.o.o. and REGEA presented green criteria for the economically most advantageous offer applicable to the district heating sector and gathered experiences from various sectors on how to define green criteria in public procurement.

These public consultations served to better define green criteria and gather additional information and experiences to prepare the highest quality procurement documentation, so that through procurement procedures, district heating companies can procure works/goods that will contribute to achieving the green policy goals of the European Union.
