Born in Zagreb on October 28, 1972, where he completed elementary school and the Fifth Gymnasium. He studied and earned his doctorate in 2004 at the Faculty of Electrical Engineering and Computing, University of Zagreb. During his studies, he was awarded a special Rector’s Award for the academic year 1995/1996. In 2002, he received the National Science Award in the category of young scientists for the field of technical sciences, the 2004 Biomass Junior Award at the 2nd World Conference on Biomass for Energy, Industry and Climate Protection (Rome, May 10-14, 2004), and in 2005, the Annual Award from the Hrvoje Požar Foundation for the popularization of energy. In 2016, he was given the honorary citizenship charter of Pokupsko, and in 2018, the Annual Recognition of the City of Zabok.He is the author of special editions and a reviewer of works for international professional journals such as Energy Policy, Forestry Economics, and Biomass & Bioenergy. He has published over 60 scientific and professional papers that have been published in scientific journals or presented at international scientific conferences. During part of his career, he led several scientific projects and programs. In 2023, he was appointed as an adjunct professor and teaches at the Croatian Catholic University.He worked at the Hrvoje Požar Energy Institute, as a national project director for the FAO – Food and Agriculture Organization of the United Nations, project manager for the IEA – International Energy Agency, national project coordinator for UNIDO – United Nations Industrial Development Organization, and consultant on projects for the World Bank. Since 2008, he has been the director of the Regional Energy Agency of Northwestern Croatia, and since 2013, he has been the president of the European Federation of Agencies and Regions for Energy and Environment (FEDARENE) based in Brussels for five consecutive terms. He advises the European Commission as an invited expert in multiple working bodies, and since 2017, he has been a member of the EU Covenant of Mayors Political Board.Since February 2020, he has served as the first Special Advisor to the President of the Republic of Croatia for energy and climate.

Knowledge and Experience:
Velimir is an expert in renewable energy and energy efficiency with over 25 years of experience in the preparation and implementation of projects at the local, regional, and international levels. Since 2008, he has served as the Deputy Director of the Regional Energy and Climate Agency of Northwest Croatia (REGEA). In his role, he coordinates the implementation of strategic and investment projects and programs in the field of sustainable and green energy and actively participates in numerous EU projects from programs such as LIFE, Horizon Europe, Horizon 2020, INTERREG, and others. Thanks to his results, he is recognized as a top expert in successful project team management and ensuring the highest standards. He has also served as a project evaluator for several European Commission programs. He is a certified ISO 9001:2008 internal auditor and leads quality control processes within REGEA.Since 2022, Velimir has also been the director of Zagrebački Sunčani Krovovi d.o.o., a company founded and owned by the City of Zagreb. He is responsible for implementing an investment program for solar power plants with battery storage systems.His professional career began in 1997 as a researcher at the Faculty of Electrical Engineering and Computing, University of Zagreb, focusing on safety analyses of nuclear power plants and the environmental impact of energy facilities. In 2003, he joined the Energy Institute Hrvoje Požar, where he focused on national energy programs, developing strategic and legislative documents and acts, and participating in international projects related to biomass and biofuels, collaborating with organizations such as IEA, UNIDO, and FAO.
Velimir holds a bachelor’s, master’s, and scientific specialization degree in energy from the Faculty of Electrical Engineering and Computing, University of Zagreb. During his education, he focused on conventional, nuclear, and renewable energy production technologies, building a solid scientific foundation for his work.
In addition to his professional activities, Velimir speaks English and Italian fluently. His passion for technology is complemented by his love of music—he has been playing the saxophone and clarinet for over 40 years. Velimir is also an active sportsman and has completed more than 10 half-marathons since 2021. He is married and the father of three children.

In the world of strategic communications, Ivana represents a combination of experience, expertise, and innovative thinking. As the Head of Strategic Communications at REGEA since 2017, she is dedicated to creating and implementing communication strategies that ensure the visibility and recognition of REGEA’s activities in the public.After graduating in 2009 from the Faculty of Political Sciences, University of Zagreb, with a focus on public relations and television, she began her professional career working on the CARDS 2002 project at the Ministry of Finance, focusing on improving the public debt system. However, her passion for media and communication soon led her to HRT (Croatian Radiotelevision), where she worked as a journalist and later as the host of the show “Through EU Funds” from 2008 to 2012. This position allowed her to specialize in EU projects and their presentation to the broader public.
She gained experience in the private sector as the head of marketing and public relations at Ghetaldus Optics from 2014 to 2017, where she successfully coordinated campaigns and ensured a strong market presence for the brand.
She continued her academic development at the Faculty of Political Sciences, specializing in public relations, and later enrolled in a doctoral program in Strategic Communication Management at Alma Mater Europaea in Maribor, further strengthening her expertise in managing complex communication processes.
As a key communication person at REGEA, Ivana, in collaboration with the director, plans, organizes, and presents REGEA’s plans and activities to the media and the public, as well as manages internal communication, strategically planning and leading communication processes.

Knowledge and Experience:
Born in 1981 in Zagreb, where he graduated from the Faculty of Economics, majoring in finance. He began his career at Osram d.o.o. in the controlling department, where he worked on preparing financial and business reports for the company’s headquarters and the Siemens consortium.In 2009, he recognized the potential of sustainable development and international cooperation and joined REGEA as an expert associate. He primarily focused on creating market analysis and socio-economic and investment studies for public and private investors. Throughout his professional development, he has continuously improved his skills through numerous training programs, focusing on energy, finance, and project management.
After successfully applying and implementing multiple EU projects—including the most extensive building energy renovation project at the time, Zagreb Energy Efficient City (ZagEE IEE MLEI PDA)—he was promoted to the position of Chief Economist. In this role, he managed financial coordination and planning for all of REGEA’s European projects.
Alongside his efforts to promote innovative financing models, he has been actively involved in organizing numerous training sessions and conferences, most notably four international Croenergy conferences between 2011 and 2017.
His ambition to enhance citizen participation in project investments was realized in 2015 when, in partnership with the CEDIOR association, he piloted and led Croatia’s first crowdfunding platform for green projects – Croenergy.eu, which successfully facilitated the financing of ten public and civil sector projects.
Since 2023, he has also taken over the management of the Finance Department, where, together with a team of experts, he works on financing strategies for achieving energy and climate goals for REGEA’s founding counties and preparing projects for commercial and subsidized funding sources.

Slavica graduated in 2006 from the Faculty of Electrical Engineering and Computing at the University of Zagreb, where she also earned her Ph.D. in 2021 on the topic of energy poverty. She obtained a master’s degree from the Environmental Change Institute at the University of Oxford. Slavica is the author and co-author of numerous expert and scientific papers, studies, analyses, and policy proposals in the field of energy transition. As the Assistant Managing Director her role is to mange REGEA’s work in the Zagreb County, and she also contributes her expertise to other projects and activities in the fields of energy and climate.She has been employed at REGEA since 2021. Prior to that, she built her career in the scientific and civil sectors and worked as a consultant for UNDP, GIZ, the European Commission, and other organizations on various international development projects in the field of energy. She first encountered EU funded projects in 2006 and has since gained extensive experience in developing, preparing, and working on EU projects.
Her career has been shaped by collaboration with representatives from all key sectors, continuously advocating for innovative approaches leading to energy transformation. As the Assistant Managing Director for the Zagreb County area, she works closely with the Director to plan and coordinate activities in the region while also collaborating with the rest of the team and departments on innovative projects.

Knowledge and Experience
Nina Sertić holds a master’s degree in Italian language and literature and Pedagogy from the University of Zagreb. During her studies, she participated in a Council of Europe project focused on human rights and critical thinking in education, and completed various EU related trainings aimed at strengthening regional cooperation, capacity building and policy development, as well as strengthening democracy and supporting European integration.
In her professional work, she gained experience in the implementation and management of EU funded projects. She worked on the preparation of national positions of the Republic of Croatia for the needs of the Competitiveness Council and participated in the research working group within the Council of the European Union. She also gained experience as a National Contact Point (NCP) for the European Research Council within the research and innovation programme Horizon Europe.
In 2025, she joined REGEA as a Senior Project Manager contributing in EU projects focused on energy renovation.

Ivana coordinates and carries out activities on building energy renovation projects, applying renewable energy sources throughout the entire project, from the planning phase to final implementation. She is also actively involved in the development of strategic documents, energy efficiency plans, and programs for the use of renewable energy sources, thus contributing to the long-term goals of the energy transition.Ivana is known for her organizational skills, dedication, and ability to collaborate with various institutions, which is key to the success of the projects she works on. She is always eager to learn and contribute to positive changes. When she is not focused on projects, Ivana enjoys family life, working on the family estate and distillery, and is passionate about making (and tasting) cakes. Her life motto is: “Change yourself first, and then the people around you!”

Miljenko has extensive experience working in industry, public administration, and consulting across a wide range of areas, from environmental protection and multi-level governance to EU funds, and most importantly, tasks related to enhancing climate resilience. He graduated from the Faculty of Science, University of Zagreb, with a degree in biology, specializing in environmental engineering. His professional career includes work at INA d.d., where he was responsible for developing environmental and climate change management systems. He then moved to the City of Zagreb, where, as Deputy Head of the Office for EU Projects, he coordinated the development of projects for co-financing from European Structural and Innovation Funds and EU programs such as LIFE, Horizon, and Interreg.
Since 2018, Miljenko has been working at REGEA, and since 2022, he has led the Climate Department. There, he leads a team specialized in climate change adaptation, including strategy development, risk and vulnerability assessment, as well as the preparation and coordination of national and EU-funded projects with a focus on innovations in the field of climate change. Miljenko is also an active member of various professional bodies and working groups, including the Working Group on Climate Change Adaptation at the European Commission, and he contributes to the development of national adaptation strategies and climate legislation. His additional skills include advanced computer literacy, project and risk management, as well as specific expertise and collaboration with European Commission bodies in the evaluation of project proposals.

Marko graduated in 2002 on the Faculty of Architecture of the University of Zagreb. He passed the professional exam for spatial planning as well as for the tasks of participants in building construction and became an licensed architect. He worked in several design offices on architectural design and urban planning, mainly on projects emphasizing energy efficiency: low-energy public and residential buildings and energy renovation of buildings. As an energy certificator, he conducted energy audits and produced energy certificates for buildings of various purposes and sizes throughout Croatia. He acted as a URBACT Ad Hoc Expert within the URBACT program of interregional cooperation on the topic of sustainable urban development.
He has been part of the REGEA team since 2019 and works on projects of all levels – from local to regional and national to European, related to spatial and urban planning, sustainable buildings, and sustainable integrated urban development.
As the head of the buildings department at REGEA, Marko organizes and coordinates the work and training of employees in the department, plans the development of the department’s activities and projects, participates in the very process of preparation and management of renovation and reconstruction projects of existing buildings and construction of new buildings, and works on improving and harmonizing work processes, standards and guidelines of REGEA with the programs, initiatives and framework of the European Union for sustainable buildings (URBACT, New European Bauhaus, Level(s), etc.).

In REGEA, Marko represents a combination of enthusiasm, optimism, and expertise, embodying one of those individuals who always strive for better, higher, and stronger achievements.
After completing his undergraduate studies at the Faculty of Mechanical Engineering and Naval Architecture at the University of Zagreb in 2014, he pursued his master’s studies in Denmark at Aalborg University, where he earned a degree in Sustainable Energy Planning and Management.
Upon completing his master’s degree, Marko joined REGEA in 2018, where he began his professional development.
Over the years, he has specialized in implementing European projects and providing support to the private and public sectors in developing various decarbonization projects. His focus areas include PV systems, individual and district heating systems, energy efficiency in buildings in terms of termo-technical systems, automation systems, and various digital solutions.
In 2023, Marko assumed the position of Head of the Energy Department. In this role, besides his daily work on project implementation, he is deeply engaged in systematizing the department, introducing digital processes into REGEA’s operations, identifying and developing strategic projects, and further positioning REGEA as a center of excellence and a reliable partner for the private and public sectors in the field of energy.

Ivan graduated from the Faculty of Mechanical Engineering and Naval Architecture at the University of Zagreb, earning the title of Bachelor of Mechanical Engineering. Since 2008, he has been involved in the work and development of REGEA. His expertise lies in energy planning, preparation and implementation of international projects, and the creation of strategic and investment documents, making him a key member of the REGEA team.
Since 2022, Ivan has served as an advisor to the management. In this role, he coordinates and implements activities on capital projects. He also advises national, regional, and local government levels and prepares investment studies and business plans.
With over 15 years of experience in the renewable energy and energy efficiency sectors, he actively contributes to the improvement of the agency’s operations and coordinates advisory services to support investment projects. His key competencies include technical, financial, and legal advice in the sectors of energy production and storage from renewable sources.
Ivan is highly active in the preparation and implementation of projects funded by EU funds (e.g., ELENA, HORIZON) and participates in promoting alternative procurement models such as ESCO projects, PPA, and green bonds. His experience in collaboration with international financial institutions enables him to successfully secure financial resources for energy projects.

In the realm of investment project development, Josip embodies a blend of extensive experience, expertise, and innovative approaches to implementing projects in the public sector. As a lead for key projects and advisor to the director’s office at REGEA since 2016, he is dedicated to the development, preparation, and execution of projects that enhance the sustainability and efficiency of public infrastructure.
Josip graduated from the Faculty of Civil Engineering in 2004, after which he focused his professional and academic career on advanced methods and approaches in the preparation and execution of construction projects. As part of a consultancy team, he participated in preparing and implementing the construction of primary and secondary schools and sports halls through the public-private partnership model in Croatia, where he contributed to feasibility studies, contract and tender documentation, and contract execution during the usage phase. He earned his Ph.D. in 2015, deepening his expertise in project development through alternative implementation models, such as public-private partnerships (PPP), ESCO models, and power purchase agreements (PPA).
Since joining REGEA in 2016, he has been involved in promoting and developing alternative procurement models for implementing energy efficiency projects and renewable energy projects, developing and applying energy performance contracts (ESCO) and power purchase agreements (PPA).
His specialization lies in integrating innovative financial and implementation models to ensure optimal results for clients. Through his work at REGEA, Josip consistently provides strategic support in the realization of complex investment projects, advocating for sustainable and long-term management solutions.

Karlo has been a long-standing member of the REGEA team, where he has been employed since 2009. He began his professional journey as the head of the office for Karlovac County, where he successfully coordinated projects focused on improving energy efficiency and promoting the use of renewable energy sources.
In recent years, Karlo has taken on the role of Senior Project Leader, with a particular focus on major capital investment projects involving the use of renewable energy sources. His expertise and experience are particularly evident in his work on complex projects that have a significant impact on local and regional energy transitions.
Karlo graduated from the Faculty of Mechanical Engineering and Naval Architecture at the University of Zagreb, earning a degree in Mechanical Engineering. He further expanded his knowledge by completing his studies as a graduate mechanical engineer at the Polytechnic of Karlovac.
Karlo is highly active in implementing and managing projects financed through European funds, such as the HORIZON, LIFE, and INTERREG programs, thereby continuously contributing to the achievement of key sustainability and energy independence goals.
His work is characterized by a focus on quality, effective stakeholder coordination, and a strong orientation toward technical mechanical solutions that ensure the optimal implementation of projects.

Knowledge and Experience:
The key to the success of any construction project is primarily long-term experience in building, followed by the application of that acquired experience through all phases of project management, from planning, contracting, execution, expert supervision, to operation. Srećko exemplifies the combination of experience and expertise applied in the preparation and management of construction projects, control of project-technical documentation, preparation of public procurement, consulting, expert supervision, and energy audits and certification.
After graduating from the Faculty of Civil Engineering, University of Zagreb, in 2002, he gained experience in the field as the chief engineer of many construction sites. He acquired experience in contracting, preparing offers, public-private partnerships, and logistics as the technical director of a large construction company until 2012.
He gained additional experience after being registered in the Directory of Authorized Civil Engineers in 2007, conducting expert supervision of numerous complex high-rise and low-rise projects, notable among which are the construction of a district heating system on biomass in the Municipality of Pokupsko, co-financed from the IPA program, and the reconstruction of a business building into a Center of Competence for Advanced Manufacturing and Mechatronics at HS Produkt in Karlovac, as well as numerous energy renovation projects.
His professional development continued in 2011 when he was registered as a person authorized for energy audits and energy certification of buildings with complex technical systems and conducted numerous energy audits of public buildings with complex systems.
After registering as a project manager, he has successfully applied his knowledge and experience to manage several complex construction projects. These include the reconstruction of Bračak Castle, the extension and renovation of the Regional Center of Competence in Tourism and Hospitality in Zabok, and the boiler room and heating station at the Special Hospital for Medical Rehabilitation in Krapinske Toplice.
At REGEA, he also gains experience as the manager of numerous European projects related to energy efficiency and renewable energy sources, such as EmBuild, BhENEFIT, BIMzeED, and SUSTAINCO projects, and participates in the drafting of strategic program documents for the Ministry of Physical Planning, Construction and State Assets (Long-term strategy for promoting investment in the renovation of the national building fund of Croatia, etc.).

Knowledge and Experience:
Ivana as head of accounting at REGEA dedicated to the organization, implementation, planning and coordination of the activities of the accounting department process. She proposes and implements internal procedures in the field of accounting and finance. Coordinates relations with auditors, cooperates with state bodies and legal entities that have public powers. Likewise, the activities of the accounting department follow the activities of other departments within REGEA. It monitors the current regulations in the field of finance and accounting and applies them in its daily work.
Ivana has many years of experience working in the private and public sector in accounting.
Additionaly, Ivana has a certificate in the field of public procurement and actively participates in the procedures for implementing procurement procedures.
Also, Ivana successfully completed the training of the tax specialist program.
Outside of her professional life, Ivana is dedicated to family obligations, and spends her free time in nature and socializing with family and friends.

Julija Hruškar has several years of experience in legal, administrative and organisational work within higher education and other educational institutions. In her role as Head of the Director’s Office at REGEA, she coordinates office operations, plans and organises the work of the office in line with the Agency’s strategic and operational goals, and ensures effective communication between the Director, governing bodies, employees and external stakeholders.
Her responsibilities include preparing, reviewing and archiving legal and administrative acts, coordinating meetings and official correspondence, as well as overseeing administrative processes and ensuring that the office operates in compliance with internal regulations and relevant legislation. Julija uses digital tools in her daily work and actively uses English in both written and spoken communication.
In her free time, Julija enjoys reading, playing board games and walking her dog.

The office operations at REGEA are based on a combination of experience and continuous improvement, ensuring effective organization. Since 2017, Martina has been one of the individuals handling REGEA’s office operations in an innovative way, integrating business processes and procedures.
In 2012, she graduated from the University of Rijeka, Faculty of Tourism and Hospitality Management, specializing in Business Economics in Entrepreneurship. She combined her previous work experience with her studies and continued to work in finance and accounting.
Martina further advanced her expertise through an educational program under the Ministry of Economy in the field of public procurement. She is one of REGEA’s certified experts in public procurement. In 2024, she continued her professional development by completing an additional study program, earning the title of University Master of Economics with a thesis on “Energy and Climate-Sustainable Cities.”
In addition to office operations, Martina manages the Bračak Energy Center, where various workshops, conferences, and meetings are organized. She actively participates in these events, providing logistical and technical assistance and support.
In her private life, she is devoted to her family and enjoys spending time in nature on the family estate.

Katarina is the Head of the Managing Director office in REGEA and in that position coordinates three REGEA offices – in Zagreb, Karlovac and Bračak (Zabok). In 2009, she graduated on the Faculty of Economics of the University of Zagreb, majoring in Organization and Management and obtained a master’s degree in economics.
In REGEA, he organizes office operations, manages the affairs of the office in accordance with the strategic, business and operational plans of the Agency, coordinates the performance of the work of the Agency and organizational units of the Agency in accordance with regulations and internal procedures.
Katarina organizes meetings and college’s of the Managing director, keeps minutes and other documentation of the Management Council, performs all administrative tasks related to personnel affairs and human resources management. As part of her position, Katarina supervises the execution of the plans and tasks of the Managing director office and proposes corrective measures as necessary, participates in the implementation of public procurement procedures and performs other tasks as ordered by the Managing director of the Agency. In REGEA, she is appointed as the person in charge of reporting irregularities by Agency employees, citizens or anonymous reporters.

A lawyer with a passed bar exam and extensive experience gained working in law firms, Nana replaced her work in them with work at REGEA to practice green law every day by working on numerous projects and providing legal support to her colleagues.She graduated from the Faculty of Law in Osijek and during her studies actively participated in the legal associations Alimenta and eSTUDENT and in the work of the Legal Clinic where she provided legal assistance and solved numerous legal issues. She has also participated in the organization of numerous projects and workshops, because for Nana, social factors and a positive impact on society and the environment are not only a matter of regulation, but of internal development. She participated in the establishment of the legal department of the eSTUDENT association as well as in the establishment and organization of Moot Court Croatia, the first and only student competition in the form of a simulated trial conducted in accordance with Croatian positive legal regulations.
She gained additional education in the field of European labor law as part of the Jean Monnet Chair and participated in the education and workshop of the EU project “The Right to Work without Mobbing”. She also passed the basic mediation training and participated in the foreign intensive program INSPIRED as part of the Erasmus+ program at the Faculty of Law, Vilnius University, where she developed and supplemented her knowledge of European law in an international environment.
She passed the basic module of GDPR at the Personal Data Protection Agency as well as ESG education. She is qualified by the German Croatian Chamber of Industry and Commerce for Energy Scout, i.e. she has gained additional knowledge in the field of energy efficiency, climate and environmental protection and the application of renewable energy sources to save energy and better energy management in companies.
At REGEA, she works as a Senior Project Manager in the Energy Department and continuously monitors relevant legal regulations and standards and provides legal advice related to the same. After graduating in 2014 from the Faculty of Civil Engineering at the University of Zagreb, Petra began her professional career in a private company specializing in building management, where she managed energy renovation projects for multi-residential buildings from 2014 to 2017. This experience allowed her to gain an in-depth understanding of the technical aspects of projects, as well as develop team leadership and complex process management skills.She joined the REGEA team in 2017 as a Senior Project Manager in the Buildings Department. Petra coordinates activities for preparing and implementing energy renovation projects for public buildings in the Zagreb County area and contributes to the development of strategic, programmatic, and planning documents. Additionally, she leads the INHERIT project, which focuses on modern technical solutions for renovating buildings with cultural heritage status.
In 2024, Petra further advanced her academic development by enrolling in a doctoral program at the Faculty of Civil Engineering at the University of Zagreb, strengthening her knowledge and expertise in technical sciences.

Miljenko Jagarčec has been a member of the REGEA team from the start, with over 15 years of experience in project management and coordination. As the person responsible for collaboration with Krapina-Zagorje County, as well as cities and municipalities within the county, Miljenko coordinates activities and leads projects focused on energy renovation and expansion of schools and public buildings, the implementation of renewable energy sources, and energy efficiency measures.
His experience includes projects on energy renovation of public buildings, education on renewable energy sources and energy efficiency, and co-financing initiatives for renewable energy and energy efficiency measures for private individuals. Additionally, Miljenko actively participates in the implementation of projects for co-financing energy audits and the preparation of energy certificates for private users in Krapina-Zagorje County.
Miljenko works in the Buildings Department, specializing in projects related to energy renovation and improving the energy efficiency of buildings and infrastructure. His work directly impacts improving the quality of life in local communities, contributing to sustainability and reducing energy costs.

An experienced project manager with a deep understanding of the energy sector, gained through many years of work in project management from inception to realization. Specialized in energy efficiency and renewable energy projects, with a focus on buildings, public lighting, and solar power plants.
He has been working at REGEA since 2011, where he started his career shortly after graduating from the Faculty of Electrical Engineering and Computing, University of Zagreb.
As a project manager, he has successfully participated in numerous projects funded through European Union programs, including ELENA, HORIZON, and IPA. Notably, his involvement in Croatia’s first project funded by the ELENA program—NEWLIGHT, which by 2019 resulted in significant investments in public lighting. He holds an IPMA Level C project management certificate, confirming his competencies in managing complex projects.
Marko applies his acquired knowledge and experience daily, providing valuable support to colleagues in solving challenges related to electrical systems. His expertise is particularly evident in projects involving building energy renovation, the use of renewable energy sources, and public lighting.

Throughout her career, she has continuously enhanced her expertise through numerous training programs, with a particular focus on energy, finance, and project management.She joined REGEA in 2017, and since 2022, she has held the position of Assistant Managing Director for Karlovac County. Her extensive experience in the preparation and implementation of projects funded by the EU and national sources has been further developed in the fields of energy efficiency, renewable energy sources, and climate policy. She is particularly focused on development projects that pilot innovative solutions in the public sector, aiming to drive sustainable energy transition and climate adaptation. The main scope of her work is related to the coordination activities specifically focusing on ensuring that payments and disbursements are in line with the approved project budget, and monitoring financial compliance across the project consortium.
Additionally, she leads the Community4living areas and Dialog4living areas projects, which are financed from the Management priority within the Euro-MED 2021-2027 program, and they deal with the project management of 21 projects approved under the Smarter and Greener Mediterranean priorities.

As energy efficiency and renewable energy sources became her favourite topics during her studies, Milka has been working on related projects at REGEA since 2011.
Milka graduated from the Faculty of Electrical Engineering and Computing, University of Zagreb, focussing on renewable energy sources and nuclear energy. She began her professional career working in the field of energy efficiency in buildings by conducting energy audits of buildings and, subsequently, energy certification, and since 2016, she has been authorized as a person to conduct energy audits and energy certification of buildings with complex technical systems.
Her extensive experience has been contributed by the preparation of investment studies and coordination and participation in the development of national programs and strategies in the field of sustainable construction and energy efficiency. As a senior project manager within the Energy department, she is distinguished by significant and diverse experience in the preparation and implementation of numerous international and domestic projects in various areas such as energy efficiency in buildings and public lighting systems, innovative financing mechanisms, etc.

Martina Krizmanić Pećnik joined the North-West Croatia Regional Energy and Climate Agency (REGEA) in 2014 as a trainee. Within a year, she advanced to the role of Project Manager, and since 2023, she has held the position of Senior Project Manager, focusing primarily on the implementation of EU-funded projects under programs such as Horizon, the Mediterranean Transnational Program, Interreg Central Europe, LIFE, cross-border cooperation programs, and the EEA Financial Mechanism.
She holds a master’s degree in economics from the Faculty of Tourism and Hospitality Management in Opatija, University of Rijeka. This educational background provided her with essential skills in strategic planning, organization, and project management, which she has successfully applied to numerous initiatives that have made a significant impact on local communities and society at large.
Throughout her career, Martina has gained extensive experience in managing projects related to sustainable energy efficiency, renewable energy sources, and sustainable development. Tijana has been with REGEA since the beginning, first as an office manager, and later as a project manager. She graduated from the Faculty of Economics of the University of Zagreb in 2005, after which she began her business career as a brand manager in the purchasing department of a private company. In 2008, she began her career at REGEA, and in 2012, she graduated from the Baltazar Zaprešić Polytechnic, majoring in Project Management, and started working actively on international projects.
Until now, Tijana has worked on several EU projects within the framework of the FP6 CONCERTO programme, the IPA programme, Intelligent Energy for Europe, Horizon 2020, and projects funded by GIZ (Deutsche Gesellschaft fur Internationale Zusammenarbeit). She was the co-author of many publications, head of event organization and editor-in-chief of the REGEA newsletter from March 2016 to January 2017. In the last two years, she has been the head of international project consortia on two projects implemented as part of the Interreg Central Europe programme.
The main scope of her work is related to the coordination of EU projects, with an emphasis on innovative financing mechanisms and social innovation in the field of energy efficiency and renewable energy sources, as well as green infrastructure and nature-based solutions.

As far as projects are concerned, she is part of the Wood Key project coordination team but working on the EIT Climate-KIC Pioneers into Practice program means the most to her. Simona gained professional experience in international settings, including Brussels and Aalborg, where she focused on strategic planning, improving business transparency, and project management. After obtaining a master’s degree in business management, Jasna continued her academic development by enrolling in the MBA study Energy Sector Economics at the Faculty of Economics of the University of Rijeka. He is currently further expanding his knowledge of economics and energy, preparing for future challenges in the sector.
He has many years of experience working in the public and private sector in various jobs, and since 2018 he has been working in the field of EU projects. She gained significant experience in the subject area by working in the management and control system of ESI funds, and from 2022, she applies and builds on the acquired knowledge in REGEA through work on projects financed from various sources of funding (Financial Mechanism of the European Economic Area, LIFE Programme). She focuses on public institutions’ solarization projects and the development of the district heating sector.
In addition to working on projects, Jasna holds a certificate in the field of public procurement and actively participates in the preparation of procurement documentation.
Outside of her professional life, Jasna actively contributes to the community through her many years of firefighting involvement, proving her strong connection with the local community.

Through active collaboration with partners at both national and international levels, she participates in the development and implementation of projects that bring lasting benefits to local communities and the wider society. Ivana graduated from the Faculty of Civil Engineering at the University of Zagreb. She is a licensed civil engineer authorized for design, supervision, and construction management, with extensive experience in planning, coordinating, and implementing infrastructure and construction projects.
She has built her professional career through work in design offices and public administration bodies. Over the years, she has developed expertise in designing major infrastructure projects, particularly in geotechnical engineering and in the area of landfill remediation and closure. While working in public administration, she coordinated and supervised post-earthquake reconstruction projects, which included oversight of project design, construction works, and regulatory compliance. She was also involved in key processes of reconstruction and infrastructure recovery.
At REGEA, she is employed as a senior project manager, where she leads and participates in the management and technical consulting in the field of sustainable construction, renovation, and reconstruction of buildings, particularly in the area of the City of Zagreb. She is also working on the EU Horizon Green Deal project INHERIT, which focuses on modern technical solutions for the renovation of buildings with cultural heritage status.

After completing his undergraduate studies at the Faculty of Civil Engineering in Osijek, he gained work experience in the private sector, working in construction companies as a construction estimator. In this role, he prepared cost estimates for construction works and was involved in the preparation, control, and monitoring of technical documentation on-site. He also worked as a site manager in both building construction and civil engineering, independently managing construction sites, organizing workflows, and overseeing construction technologies and contracted obligations in collaboration with all stakeholders involved in the projects.
Upon completing his graduate studies at the University North – Department of Civil Engineering, he worked as a junior designer, contributing to the development of conceptual, main, and detailed designs in both building and civil engineering. He also prepared cost estimates in cooperation with the lead designer, in compliance with relevant laws, regulations, and technical standards. Additionally, he gained experience as an assistant supervising engineer for construction and finishing works, as well as an assistant to the chief supervising engineer.
In 2025, he joined REGEA as a Senior Project Leader in the Buildings Department, where he is responsible for the preparation, management, and implementation of energy renovation and reconstruction projects for existing public sector buildings. Among the major EU-funded projects, he has contributed to ZA-GREEN and CROSS, both focused on promoting comprehensive energy renovations of public buildings.

She graduated from the Faculty of Civil Engineering, University of Zagreb, Department of Construction in 2010.
She started working in the private sector as a supervising engineer, where she gained experience in performing expert supervision on construction sites in the field of construction, as well as civil engineering.
In 2013, she passed the state professional exam of the Ministry of Construction and Physical Planning as a participant in construction, then joined the Croatian Chamber of Civil Engineers, and became a certified civil engineer for design and construction supervision. Afterwards she passed the exam for Coordinator I and II of Occupational Safety and Health and received a Certificate for the Protection and Preservation of Cultural Heritage for Civil Engineering from the Ministry of Culture.
Her work, knowledge and commitment are focused on performing expert supervision in accordance with the Construction Act, relevant positive regulations and professional rules. She participated in expert supervision of the construction and reconstruction of many public and private buildings, production and business halls, structural renovations after earthquakes on churches, energy renovations, as well as various civil engineering facility projects.
Each project brought its own challenges and experiences, but the most interesting part is the renovation of old buildings, churches under the protection of monuments that were damaged in the earthquake, where she encountered materials and old design techniques as completely new opportunities for learning and developing technical thinking about the methods of construction.
Part of her career so far has also been dedicated to working on the design of traffic infrastructure projects, of which as one of her favorite projects, she would single out the project of the reconstruction of Radićeva Street in the center of Zagreb in its current appearance, which is also registered in the Register of Cultural Monuments.
She joined REGEA in 2025. as a senior project manager in the Buildings Department, where she manages projects for the implementation of comprehensive energy renovation of public sector buildings from the NPOO program. She also participates in the preparation of project documentation from the ZA-GREEN program.

His ten years of experience includes the implementation of building energy renovation projects, the establishment of solar power plants, and projects related to the use of wood biomass as a renewable resource, through which he strives to contribute to the sustainable energy transition.He leads the EMIS system for Krapina-Zagorje County and the municipalities within it. He also participates in the development of SECAPs and Action Plans for Energy Efficiency for regional and local government units, as well as in the implementation of EU-funded projects through the IPA, Horizon, Life, and Interreg programs. Since joining REGEA, he has been managing the “Knowledge for Energy Savings” project, which aims to educate high school students about energy, energy efficiency, and renewable energy sources.

Ivan has many years of experience in strategic planning, programme management, and EU projects in the fields of good governance, nature protection, and climate adaptation. He joined the REGEA team in March 2026 after several years of work at the World Wide Fund for Nature, where he was engaged in risk management, strategic impact monitoring, and the management of international projects.
He coordinated a portfolio of projects funded through Horizon Europe, Interreg, ESI Funds, CERV, Erasmus+, and other donors, covering topics such as nature protection planning and protected area management, assessment of the impact of hydropower on natural habitats, and good governance in a multi-level nature governance system. He has many years of experience in the international sector: he conducted evaluations of environmental and social risk assessments in a number of countries, including Indonesia, Uganda, Tanzania, and the Russian Far East. He also led an international study on corruption risk assessment in biodiversity protection in the Western Balkans.
He is certified in environmental and social risk assessment in nature intervention procedures, as well as in design thinking methods and participatory strategic planning. He completed training in Other Effective Conservation Measures, Open Standards for Conservation at the World Wide Fund for Nature, as well as a programme on habitat restoration and nature-based solutions. She also participates in the management of construction projects, and as a significant one, I would highlight her participation in the management of the construction project for the complete and energy renovation of the Stubički Golubovec castle.
Of the significant European projects in which she participates, I would highlight MESTRI – CE CROSS and ZA-GREEN, whose main focus is on encouraging the energy renovation of buildings.

Knowledge and Experience
Josip Beber is a Senior Project Manager at REGEA, with a focus on climate adaptation, the development of nature-based solutions (NBS), and the integration of climate policies into spatial and development planning.
His work is centered on the development and implementation of projects that connect climate risks with concrete interventions at the local and regional levels, with an emphasis on cross-sectoral cooperation and territorial resilience.
At REGEA, he is involved in the preparation and implementation of projects related to climate change adaptation, including the development of regional pilot activities, co-innovation processes, and strategic frameworks. Within projects such as REGREENA, he works on integrating NBS solutions into spatial planning and land management, linking climate risk analysis with the implementation of measures.
Before joining REGEA, he worked at the Green Energy Cooperative (ZEZ), where he participated in the development and implementation of renewable energy and energy community projects. His work included the development of project proposals, stakeholder engagement, and the implementation of innovative financing models, including crowdfunding initiatives and advocacy activities.
Throughout his career, he has been actively involved in connecting the public sector, local communities, and international partners, with the aim of developing practical solutions to climate challenges.
His expertise includes project development, stakeholder management, service design, and translating complex EU frameworks into concrete solutions.

Vedrana Vidiček holds a master’s degree in Sociology as well as Ethnology and Anthropology from the University of Zadar. Throughout her academic journey, she has developed a comprehensive skill set and expertise in social sciences and humanities, with a particular focus on research, analysis of social phenomena, and public policy. She is a strong advocate of lifelong learning and continuous professional development, as demonstrated by her ongoing education, including specialization in the preparation and implementation of EU-funded projects.Before joining REGEA, she gained extensive experience in project management and implementation within the civil and public sectors, with a strong emphasis on social, educational, and development initiatives. She has worked on projects funded by both national and European funds, taking on responsibilities such as project management, coordination of activities, stakeholder engagement, and reporting on project outcomes. She has particularly excelled in designing and implementing educational (non-formal) programs, developing local initiatives, and improving services for diverse social groups.
In May 2024, she joined the North-West Croatia Regional Energy and Climate Agency (REGEA) as a Junior Project Leader, where she is responsible for leading and managing projects focused on energy transition, climate neutrality, and sustainable development. Her key responsibilities include project coordination, implementation of project activities, stakeholder collaboration, and financial and narrative reporting on project progress. Her current focus is on the SMART DeCARB project (Interreg CBC HR-BA-ME) and the INFIRE project (Interreg Euro-MED), both of which aim to foster innovative solutions for a sustainable energy future.

After completing her undergraduate studies at the Faculty of Electrical Engineering, Mechanical Engineering, and Naval Architecture in Split (major in Electrical Engineering and Information Technology, specialization in Electrical Engineering), she graduated from Hanze University of Applied Sciences in Groningen, Netherlands (EUREC’s Master’s in Renewable Energy Engineering).
During her graduate studies, she specialized in grid integration of renewable energy at the University of Zaragoza, where she also attended ENDESA’s summer internship focusing on the aging of Li-ion batteries. Later, she was employed at the University of Zaragoza as the head of the electrical engineering laboratory and as a research scientist on a project developing a new mathematical model for evaluating battery aging. She graduated in 2024 with a thesis titled “Battery Swap Stations: Analysis of Their Sustainability and Impact on the Electrical Grid,” defended in Brussels in front of a panel of international experts.
She joined the REGEA team as a junior project manager in the Energy Department, where she began her work on the PV Max project and the development and planning of battery energy storage systems.

Knowledge and Experience:
Graduating from the Faculty of Mechanical Engineering and Naval Architecture with a specialization in Energy in 2021, she has been actively involved in projects related to energy transition ever since. She initially began her studies in Aeronautical Engineering but decided to switch to Energy to actively contribute to solving global climate change issues. She further enhanced her knowledge at the Technical University of Munich (TUM) through the Erasmus+ program, where she honed her technical skills and expanded her international perspective in renewable energy and energy efficiency.
As an expert in energy efficiency and renewable energy sources, she contributed to the establishment and development of Regional Competence Centers in Zagreb County, where she was responsible for developing energy efficiency strategies and implementing renewable energy systems. After the project’s completion, she decided to direct her professional experience towards an international context and joined the European Commission. At the European Research Executive Agency (REA), she worked on projects funded by the Research Fund for Coal and Steel (RFCS), focusing on green and just transitions in energy and CO2-intensive industries.
In 2025, she joined REGEA as a Junior Project Manager in the Energy Department, starting work on three projects. Through this engagement, she continues to develop her skills in project management, team coordination, and collaboration with key stakeholders. Her commitment to sustainable development and energy transition makes her a valuable team member.

Mirna Kirigin is an economist with experience in various sectors, from tourism and auditing to energy and environmental protection. During her studies, she worked as a reception manager at a hostel, where she developed strong organizational skills, communication, and the ability to navigate dynamic situations. It is here that she first encountered sustainable business practices and the circular economy, which sparked her interest in ecological topics.
After completing her degree in 2022, she was employed as an assistant in auditing, where she gained skills in teamwork, effective task organization, and precise task execution within deadlines. Her next step brought her experience in the administration of an electricity trading company, where she managed documentation, coordinated business activities, and ensured effective communication. In her work, she enjoys proposing innovative solutions and contributing to a positive work environment and successful collaboration with colleagues through assertive communication.
In 2025, she joined REGEA as a junior project leader, participating in EU projects focused on renewable energy and environmental protection.

In the private sector, while working in companies specialized in the field of environmental protection, he gained significant experience in environmental protection and GIS by participating in the creation of Environmental impact studies and Strategic environmental impact studies, Environmental protection studies, Climate proofing documents for infrastructure projects, Programs for climate change mitigation, adaptation to climate changes and protection of the ozone layer, Air protection programs, participation in Hydromorphological monitoring of rivers in the Republic of Croatia and field work. During the aforementioned work, he places special emphasis on the importance of the impact of climate and climate change on the environment and vice versa. In the public sector, working in SAFU, he gained experience in implementation controlling of EU projects.
He joined REGEA in 2025 as a Junior Project Manager in the Climate Department. He is engaged in projects focusing on mitigation and adaptation to climate change with the application of nature-based solutions (NBS). He is engaged with climate risks assessment, which includes climate proofing and the preparation of related documentation. He is also engaged with the collection, processing and analysis of statistical and spatial data in order to create the best possible basis for climate change adaptation.

After completing his undergraduate and graduate studies at the Faculty of Science, University of Zagreb (Geophysics program, specialization in Meteorology and Physical Oceanography) in 2024, he began working at the Croatian Meteorological and Hydrological Service (DHMZ).
He graduated with a thesis in the field of micrometeorology titled “Comparison of LIDAR remote sensing and ultrasonic anemometer in situ measurements at the Dubrovnik airport”. During his two-month tenure at DHMZ, he gained experience in weather analysis and forecasting. Additionally, through specific tasks he performed, he acquired fundamental knowledge of databases, with a particular focus on the Structured Query Language (SQL).
He joined the REGEA team as a junior project manager in the Climate Department, where he began working on the project Increasing Climate Change Resilience in Central Europe – Climate CRISES and on developing documentation for climate change resilience assessments.

Karla is a licensed architect with experience in designing residential, public and social buildings. She began building her professional experience during her studies through internships in architectural offices in Croatia and the Netherlands as part of the Erasmus+ programme.
After completing her studies in 2022, she was employed as an architect in an architectural office in Zagreb, where she gained experience in all stages of the design process—from conceptual proposals to detailed construction projects—as well as through participation in an architectural competition as part of an award-winning team.
In 2025, she joined REGEA as a junior project leader, where she is involved in technical consulting and coordination in the fields of sustainable construction, building reconstruction and renovation, and provides professional guidance within the EU project Excel4Housing, which aims to establish a European network of Centres of Vocational Excellence in energy efficiency and sustainable construction.

Skills and Experience
Klara is a civil engineer specialized in environmental construction and hydraulic engineering. During her studies, she gained experience in hydraulics, contributing to water supply and drainage system projects, where she developed technical competencies in the planning, design, and operation of municipal infrastructure networks. She has also been involved in the design of fiber-optic infrastructure and service connections, as well as post-earthquake structural assessments of residential buildings.
After graduating in 2026, she joined REGEA as a Junior Project Leader.

After completing his undergraduate studies in geophysics at the Faculty of Science, University of Zagreb, in 2023, he continued his education at Stockholm University, where he enrolled in a graduate programme in atmospheric sciences, oceanography, and climate physics, earning his master’s degree in 2025.
His master’s thesis, titled “The Stratospheric Polar Vortex: Extremes and Its Influence on the Troposphere,” was developed in the field of large-scale atmospheric dynamics, with a focus on stratosphere–troposphere coupling (interaction). In the thesis, he analysed the variability and extreme disturbances of the polar vortex and their impact on weather and climate patterns, applying machine learning methods (Archetype Analysis) to identify dominant dynamic regimes.
After completing his studies, he was employed as a research assistant at Stockholm University, where he continued his scientific work in an international environment, collaborating with research teams from Japan and Australia. In addition to his research work, he also participated in scientific conferences such as the 2nd Rossby Wave Conference in Amsterdam and the MeteoXchange ECS Conference, where he presented original results through posters and oral presentations.
In 2026, he joined the REGEA team as a Junior Project Manager in the Climate Department. In this role, he is involved in the projects Enhancing Climate Data Cooperation for Evidence-based Adaptation Policy Making in the Danube Region (Danube-ADAPT) and Cohesion for Transition (C4T), and works on the preparation of documentation for climate resilience assessment.

She was then employed at Chalmers University of Technology, where she worked as a research assistant on new meteorological satellite missions. As part of her Master’s thesis and subsequent research, she investigated daily variations of atmospheric ice in cold clouds based on satellite measurements and climate models. She later joined Ocean Infinity, where she processed bathymetric data and developed seabed models.
She joined REGEA in 2026 as a Junior Project Manager in the Climate Department. She is currently involved in projects such as DanubeADAPT, which focus on climate change adaptation, with an emphasis on NBS, climate proofing, and the preparation of documentation for climate resilience assessments.

In addition to IT tasks, he is the manager of the ISGE system (Information System for Energy Management) for several counties and cities, with over a decade of experience in this area. Additionally, as an occupational safety expert, he handles all occupational safety tasks for REGEA.
Outside of his professional life, Gordan is dedicated to his family and spends his free time socializing with family and friends.
