Support facility

One of the main goals of the D2Heat project is the establishment of a systematic support structure – D2Heat Support Facility for the decarbonization of the district heating sector in the Republic of Croatia. The role of the support facility is to accelerate the process of energy renovation of centralized heating systems and increase the share of renewable energy sources in heat production by providing technical assistance in the preparation and implementation of investment projects.

The support structure consists of a multidisciplinary team composed of employees from project partners (REGEA, Avelant, and HGK), whose range of services is defined by an operational plan. Through a series of activities and a wide stakeholder network, they will support district heating companies in their efforts to increase energy efficiency, reduce greenhouse gas emissions, and increase the share of renewable energy sources.

The key activities that the team will engage in are:

  1. Technical Assistance: The team plans to provide engineering-focused technical assistance, including various technical analyses, conceptual solutions, pre-feasibility studies, and development plans for district heating in specific cities.
  2. Financing and Contracting: This involves providing support in identifying appropriate sources of financing and applying innovative contracting models, such as Design-Build, Energy Performance Contracting, etc., for each investment project planned within the D2Heat project.
  3. Public Procurement: The team will also actively participate in the preparation and implementation of public procurement processes for technical documentation and works, incorporating innovative processes in line with green public procurement criteria.

By offering these services, the D2Heat support structure aims to facilitate the implementation of investment projects, promote energy efficiency, and foster the integration of renewable energy sources in the district heating sector.

Launch of 40M € investments by the end of the action in renewable energy production capacities and heat storage within the existing DH networks as well as the retrofit and replacement of old pipes and distribution network equipment and the upgrade of monitoring and control mechanisms.
